I forget where I saw this, but wow, I have no idea how this thing works. Incomprehensible iconography and instructions.

Its unfortunate that images such as this take the interaction out of context.

So, the bottom left two buttons raise and lower a tailgate which stops wheelchairs accidentally rolling off the lift platform

The four LEDs from top to bottom
1)Power
2,3) Current position of lift? might be for visually impaired
4)Mains on but lift deactivated. Its common to have a care giver in control of the lift.

In this case the lift key is removed for some reason.

Its not unusual to have panels like this made up from stock parts. Note the forth blank switch on the bottom right.

In context this is a fairly obvious design. Tailgate up/down, platform up/down.
